Hi we have chosen the restaurants we would like to book, so now we need to match up park days, would like to avoid parks that have evening EMH . When do Disney release this info is it before the 180 day booking window?.(hope this makes sense)

maybe 6 to 7 months in advance?
you can look at the prior year to get an idea....they often retain the pattern from the prior year, but it can of course change....

maybe it's about 6.5 months? for us, they came out just before our ADR window..

Regular hours (much less EMH) are subject to change and can and do change on a daily basis. I would just pay my nickle and take my chances and schedule around what the listed hours are right now.
