I found this while looking at Priceline bargains!!

Priceline.com offers car rentals to drivers between the ages of 21 and 24 years old in select locations. Rentals for drivers between the ages of 18 and 20 are available in New York only. Enter the details of your trip and we'll tell you if we can fulfill your request.

I really don't think it is fair to the under 25 crowd to not be able to rent a car, however here is my experience.

When I was 19 (almost 20) and I went to Orlando with my boyfriend (now DH) we found this rental car company called "The Ugly Ducking" and they rented to us even though we were under 25. We had to pay (I think) $20 extra per day because we were under 25 - worth the cost when you need to rent a car. Anyway the next year we went back to them and they changed their name to "Mother Goose" and so we rented from them again under the same terms. It was a great car rental company for those that need to rent a car and were under 25 - they were somewhat difficult to get to because they were out in no mans land, but we were able to get a ride out there.

I have not needed their services because I am now over 25 and can rent basically from any car company. I am not sure if "Mother Goose" is in business anymore, but it was a great alternative for us.

Beware of extra insurance or waiver or collision charges. Two problems still remain:

1. The car rental agency might insist that you purachase them even theough they are advertised as optional. In my opinion you still have the right to refuse and if they won't give you a car then Priceline has to refund your money. Won't help you find another car at another agency though.

2. Even if you want the insurance, it is no bargain to get a nice Priceline (or Hotwire) $40.00 per day rate and at the counter they tell you $25.00 extra per day for insurance (total $65.00.) where another company might have a regular non-Priceline rate of $25.00 per day plus $20.00 per day under age 25 surcharge plus $12.00 per day insurance (total $57.00).

There is no law, Florida or otherwise, that requres that you buy car rental insurance or waivers from the company.
