If two adults (not related) are staying in the same room, can each attach a credit card to their room card so their on board charges are kept separate?

Yes. You can either do the online check in separately, or handle it at check in. Either way is pretty simple but I do it all the time so it absolutely can be done. If one of you wants to do the online check in ahead of time but the other does not, just go all the way through your check in but don't grant the other person access to the charge account. Then when they do check in, they will be asked to set up their own account for charging.
