Resort view covers what used to be classed as standard so yes you have the potential of ending up looking at construction. Aotearoa, Fiji, and Tuvalu all have resort view rooms and are on the side of the resort where the tower is going up. Aotearoa and Fiji have rooms that literally look at it. That little grey rectangle on the far left hand side is where the construction is happening.

You want Rarotonga or Niue. Aside from being on the other side of the resort where construction noise won't be an issue, they are very convenient to the lobby for dining/shopping and catching the monorail, they are also close to the pools and bus stop. If you don't have a Touring Plans sub for their request service, I would request "close to transportation/bus stop".
