For what it's worth, "supply chain issues" can mean a TON of things.
- We weren't able to get the raw materials to make the thing
- We have the raw materials, but we don't have the workers, because they're sick or on lockdown
- We made the thing, but can't transport it
- We made the thing, and transported it, but it's at the loading dock and there's nobody available to unload it
- etc etc etc
